The 10,500m² high-containment laboratory replaces ageing facilities and underpins New Zealand's ability to detect, diagnose and respond to plant pests and diseases. It is one of the Crown's largest vertical construction projects by value.

Biosecurity work protects a horticultural export sector worth billions. A single undetected incursion can cost the country far more than the facility itself, so the building is designed to containment standards that make it a technically exacting build, with specialist laboratory environments, controlled air handling and strict separation between zones.

Biosecurity New Zealand focuses on protecting the country's borders, not on construction. CID provides the delivery capability that lets the agency concentrate on its own work while the facility gets built.

CID's role

CID leads delivery on behalf of the Ministry for Primary Industries, providing full project management, procurement and contract management, commercial oversight and assurance, from design through construction to handover.
