Crown Infrastructure Delivery (CID) is leading the delivery of the Ministry for Primary Industries’ new Plant Health and Environment Capability (PHEC) facility in Mt Albert, Auckland.
This project is a critical investment in New Zealand’s biosecurity system and horticultural export future, and CID is proud to play a central role in bringing it to life.
The PHEC facility will be a substantial development, with a footprint of approximately 10,500 square metres. Once complete, it will double MPI’s capacity to process and contain imported plant material, strengthening New Zealand’s ability to protect its environment and primary industries. The facility will house advanced PC2 and PC3 laboratories, a PC3 greenhouse, and a modern workplace hub designed to support cutting-edge research and innovation.
Detailed design for the facility was approved in May 2025, and enabling works were completed in June. Main construction works began later that month and are progressing well. Completion of the PHEC facility is expected in 2029.
The PHEC facility represents a major step forward in protecting New Zealand’s environment and supporting innovation in plant health research, and CID is committed to delivering this vital infrastructure on behalf of MPI.
