Oranga Tamariki – Ministry for Children

CID is supporting Oranga Tamariki – Ministry for Children through an embedded project management arrangement focused on upgrading homes and facilities that provide care for tamariki and rangatahi.

Current projects include Healthy Homes improvements across eight locations nationwide, ensuring these homes meet modern standards for warmth, dryness, and energy efficiency. CID is also coordinating safe drinking water upgrades at three youth justice residences to improve water quality and compliance.

In Christchurch, CID is assisting with the infrastructure upgrade with the intention to resume operations of Te Oranga Care and Protection Residence, which will provide a therapeutic, trauma-informed environment for children and young people who are at risk and experiencing challenges in the community. The upgraded facility will offer additional capacity and improved living conditions, supporting the Oranga Tamariki commitment to safety, wellbeing, and dignity.

CID is also managing a Building Warrant of Fitness (BWOF) compliance programme across multiple residences to ensure facilities meet regulatory standards for safety and performance. In addition, CID is supporting the development of an Indicative Business Case to guide future investment decisions and strengthen the residential care network. This work is being delivered under a fee-for-service model. 

These initiatives reflect CID’s growing role in supporting Crown agencies with complex property programmes and demonstrate our commitment to improving environments for tamariki and rangatahi in care.
